Offenses of trafficking and consumption of risk or high-risk drugs

In Romania, the ways of committing the offense of drug trafficking, according to Law No 143/2000:

(1) Cultivation, production, manufacture, experimentation, extraction, preparation, transformation, offering, offering for sale, sale, distribution, delivery in any capacity, sending, transport, procurement, purchase, possession or other operations relating to the circulation of risk drugs constitutes the offense of drug trafficking and is punishable by imprisonment from 2 to 7 years. In the case of high-risk drugs, the penalty is imprisonment from 5 to 12 years;

(2) Cultivation, production, manufacture, experimentation, extraction, preparation, transformation, purchase, or possession of risk drugs for own consumption shall be punishable by imprisonment for a term of 3 months to 2 years or a fine, and in the case of high-risk drugs, by imprisonment for a term of 6 months to 3 years.
