Assistance in drafting internal rules, collective agreements and internal working procedures in Romania
Internal regulations, collective labor agreements, and internal procedures form the foundation of proper organization within any company.
Why Should a Labor Law Attorney Assist You in Drafting Internal Regulations, Collective Labor Agreements, and Internal Work Procedures?
These documents not only define the relationship between employer and employees but also ensure compliance with current legislation, preventing labor disputes and protecting employers from costly penalties and litigation.
Failure to properly draft or comply with internal regulations, collective labor agreements, or procedures can lead to:
- Fines imposed by labor authorities for non-compliance with legal obligations;
- Expensive litigation initiated by employees;
- Collective labor conflicts that can affect the company’s image and operations.
Regular reviews of these documents are necessary to ensure they reflect legislative changes and the evolving needs of the company.
Blaj Law’s labor law attorneys in Romania provide legal consultancy and assistance in drafting and updating these essential documents, tailoring them to each organization’s specific needs.

- Rights and obligations of both employer and employees;

- Specific workplace discipline rules;
- Definition of disciplinary offenses and applicable sanctions;
- Procedures for disciplinary action;
- Implementation of other legal or contractual provisions;
- Criteria and procedures for employee performance evaluations;
- Pre-notice regulations;
- General employee training policies (if applicable).
We also provide consultancy in updating existing regulations to ensure compliance with the latest legislative changes or to include additional rules and procedures employers wish to implement.
Romanian Collective Labor Agreements (CLA)
A collective labor agreement is a legally binding document negotiated between employers—or employer associations—and employee representatives. CLAs can be concluded at the national, industry, group, or individual company level.
CLAs regulate matters such as salaries, benefits, working conditions, and dispute resolution procedures between employees and employers.
At the company level, collective bargaining is mandatory for all employers with at least 10 employees, as per Article 229, paragraph (1) of the Labor Code. According to Law No. 367/2022 on social dialogue, failure to initiate negotiations or unjustified refusal to register a CLA constitutes a contravention punishable by fines ranging from 15,000 to 20,000 RON for the first case and 5,000 to 10,000 RON for the second.
